Under this agreement, Aviterra will acquire over 100 units of the revolutionary Liberty flying car and make a significant investment in PAL-V, positioning itself as the exclusive distributor for the Liberty across the region. The PAL-V Liberty is the world's first commercial flying car, combining a gyroplane and a road-legal vehicle. With a sleek three-wheeled design, the Liberty looks like it was lifted from a James Bond film. It takes just five minutes to transition from car to aircraft mode, with propellers and flaps unfolding from the roof and rear.

Unlike traditional electric vertical take-off and landing (eVTOL) aircraft, which require specific ports or stations, the PAL-V Liberty enables true door-to-door transportation. According to Mouhanad Wadaa, Managing Director of Aviterra, this sets the Liberty apart by offering complete freedom of travel – "from home to home."
UAE: A Growing Hub for Air Mobility

The UAE is rapidly becoming a global leader in futuristic transport solutions. Dubai’s Roads and Transport Authority has already committed to launching air taxi services by 2026, and Abu Dhabi is following suit with similar initiatives. Companies like Archer Aviation are actively working with local authorities to bring eVTOL services to Gulf skies by 2025–2026.
While eVTOLs are geared towards short urban trips, the PAL-V Liberty provides both land and air travel, opening a new chapter in private and corporate mobility.
Flying Cars on the Global Stage
The race to develop flying cars is heating up globally. Other companies, such as Spain’s Alef Aeronautics and Slovakia’s KleinVision, are developing airborne vehicles with promising results. However, PAL-V appears to be in the lead, having started the European certification process back in 2012. The Liberty is now in the final stages of approval with the European Union Aviation Safety Agency (EASA).
PAL-V CEO Robert Dingemanse confirmed that deliveries will begin in Europe in the first half of next year, with plans to expand globally. The order book already exceeds €150 million, and production is sold out for the next three years.
What’s Next for the UAE?
After receiving EASA certification, Aviterra will pursue regulatory approvals from the UAE General Civil Aviation Authority and other relevant bodies across the region. As the first corporate investor from the Middle East, Aviterra is also backing PAL-V through its investment arm, Loggia Investment.
Pilot Training and Accessibility

Operating a flying car may sound daunting, but PAL-V has simplified the process. Aspiring pilots must complete a minimum of 45 hours of flight training. A comprehensive e-learning platform is already in place for theory, with plans to establish a dedicated training center in the UAE in collaboration with Jetex.
“Gyroplane flying is the safest and easiest form of aviation,” said Mr. Dingemanse. “We’re working to make this technology as accessible and practical as possible for daily use.”
