Key Takeaways
Cars are being built in the UAE. ROX began production in Abu Dhabi on 3 September 2026, and its first three ADAMAS SUVs carry the Made in the Emirates mark.
ROX's targets are 20,000 vehicles a year by 2027 and 300,000 by 2030, a 15-fold increase in three years.
Saudi Arabia's Ceer is a stage behind: production is due in Q4 2026, with a long-term target of 170,000 cars a year and 45% local content by 2034.
Added together, the two stated targets come to 470,000 vehicles a year. The output reported so far is three.
YallaMotor's coverage gives two different volume figures for Ceer and two different GDP figures for ROX, so the larger numbers should be treated as approximate.
What Is Real Today?
The plainest fact first: cars are now being made in the UAE. ROX, which established its global headquarters in Abu Dhabi in 2025, began production at its 10,000 sq m plant in KEZAD on 3 September 2026 and officially opened it three days later.
The first three ADAMAS SUVs off the line carry the Made in the Emirates mark. Two were sent straight out on a test drive through about 12 African countries.
YallaMotor's report draws a distinction between this process and a kit-assembly operation. The site sub-assembles more than 80 types of component, then assembles, calibrates, rain-tests, road-tests and inspects each vehicle in Abu Dhabi. An AI lab and a design studio share the site.

From Three Cars to 20,000 a Year
What ROX has built and what it plans to build are very different quantities. The company wants to reach 20,000 vehicles a year in 2027 and 300,000 a year by 2030. The second figure is 15 times the first, and one of YallaMotor's reports describes it as annual capacity rather than confirmed output.
Annual Production Targets

Project | Location | Target timing | Stated annual volume |
|---|---|---|---|
ROX | Abu Dhabi | By 2027 | 20,000 |
Ceer | King Abdullah Economic City (KAEC) | Long-term target | 170,000 |
ROX | Abu Dhabi | By 2030 | 300,000 |
These are company targets, not confirmed production figures. ROX's reported output so far is its first three vehicles; Ceer's production is due to start in Q4 2026.
A yearly target is easier to picture by the day. Using an illustrative 250 working days, 20,000 vehicles a year means 80 vehicles leaving the line every working day, while 300,000 means 1,200. Ceer's target of 170,000 works out to 680 a day. The ROX plant's reported output when it opened was three vehicles.
What the Targets Mean Per Working Day

Project and target | Vehicles per working day |
|---|---|
ROX in 2027 | 80 |
Ceer at its long-term target | 680 |
ROX in 2030 | 1,200 |
YallaMotor calculation based on company targets and an illustrative 250 working days. Neither company has published a shift pattern for these calculations.
YallaMotor analysis: 2027 is the number to watch
Nothing in YallaMotor's cited sources explains how a 10,000 sq m plant reaches 300,000 vehicles a year, so the 2030 figure is best treated as an ambition. The nearer test is concrete: 20,000 vehicles in 2027, or 80 every working day.
Ceer: Bigger Numbers, One Stage Behind
Saudi Arabia's project is larger on paper and earlier in its life. Ceer was launched in 2022 as a joint venture between the Public Investment Fund and Foxconn. It scheduled 21 September 2026 to show its first two cars, an electric sedan and an electric SUV, and production at King Abdullah Economic City is due to start in Q4 2026.
The company reports 2,300 employees, up from 20 at the start, with Saudis holding 80% of direct roles. Its long-term targets are 170,000 cars a year and 45% local content by 2034. At 250 working days, that volume equates to 680 cars a day.
What Ceer States
Measure | Figure | Classification |
|---|---|---|
Workforce | 2,300, up from 20 | Reported |
Direct roles held by Saudis | 80% | Reported |
Annual production | 170,000 cars | Target |
Local content | 45% by 2034 | Target |
Jobs supported | Around 30,000 | Projection |
Contribution to GDP | SAR 30 billion | Projection |
Trade balance | SAR 79 billion by 2034 | Projection |
Expected price band | SAR 120,000–250,000 | Expected, not final |

What we do not know yet
YallaMotor's two cited Ceer guides were written before the 21 September event; one says its information is current as of 18 September 2026. The cited coverage does not confirm what was shown at the event. The company's range and charging figures should also be treated as targets, not certified results.
Add Them Up: 470,000 a Year
Put ROX's 2030 target beside Ceer's long-term target and the two projects describe 470,000 vehicles a year between them. Ceer's target alone is 8.5 times what ROX hopes to build in 2027. [1][3]
That sum needs care. It adds targets with different dates, and every figure is a company statement. Set against it, the output YallaMotor can report so far is three SUVs in Abu Dhabi, with Saudi production still to begin according to the cited coverage.
How Local Is Local?
Assembly and testing: ROX builds, calibrates and tests each ADAMAS in Abu Dhabi, with sub-assembly of more than 80 component types on site.
Materials: 17 ADAMAS components use polyolefin materials from UAE-based Borouge.
Design: The ADAMAS Abu Dhabi Edition, scheduled for March 2027, is intended to be ROX's first UAE-designed model.
Ceer's local content: The target is 45% by 2034, meaning the target does not imply that the entire vehicle will be locally sourced.
Ceer's technology: Chassis and body engineering is licensed from BMW, while the drive systems come from Hyundai Transys.
Both projects are putting factories and workforces in place first, with local content expected to develop in stages. The UAE Ministry of Industry and Advanced Technology presents ROX's start as evidence that the country can localise advanced manufacturing, design, research and development, and AI.
Two Figures YallaMotor's Coverage Disagrees On
Reading YallaMotor's reports side by side reveals two inconsistencies.
One Ceer guide gives the target of 170,000 vehicles a year. A second, published the same day, gives the KAEC factory an output of up to 240,000 vehicles a year. That is a difference of 70,000, or 41.2% relative to the 170,000 figure. The two figures may refer to a production target and plant capacity, but neither guide explicitly makes that distinction.
The ROX report gives a GDP contribution of AED 30 billion by 2030 in its summary and AED 300 billion—the goal of the UAE's national Operation 300bn strategy—in its body. Neither figure has been used here as a confirmed measure of ROX's contribution.
What It Means If You Are Buying a Car
For buyers, little changes immediately. YallaMotor's cited sources give no price for the ROX ADAMAS. Ceer's expected price band is SAR 120,000 to SAR 250,000, while its range of up to 500 km remains a target. Ceer is expected to sell in Saudi Arabia first, with the UAE and other Gulf markets planned for later phases without confirmed dates in the cited coverage.
Elsewhere in the region, local assembly is already an everyday selling point. In Egypt, the Hyundai Venue is assembled at GB Corp's facilities and starts at EGP 850,000. The UAE is also becoming a launch market as well as a factory location: FREELANDER, the brand developed by JLR and Chery, chose the country as its first international market.

FAQs
Are cars made in the UAE?
Yes. ROX started building its ADAMAS SUV at a plant in KEZAD, Abu Dhabi, in September 2026. YallaMotor's cited reports record the first three vehicles, but do not provide a figure for how many have followed.
How many cars will ROX build in Abu Dhabi?
Its stated targets are 20,000 vehicles a year by 2027 and 300,000 by 2030. These are ambitions, and YallaMotor's cited coverage confirms only the first three vehicles as output so far.
When will Ceer cars go on sale?
Ceer plans to start production in Q4 2026 and sell in Saudi Arabia first. The UAE and other Gulf markets are planned for later phases, with no dates given in the cited coverage. Prices are expected to range from SAR 120,000 to SAR 250,000 but are not final.
Is Ceer a Saudi car or a foreign one?
Ceer is a Saudi brand established as a joint venture between the Public Investment Fund and Foxconn, with its plant at King Abdullah Economic City. Its engineering uses partners including BMW and Hyundai Transys, and its local-content target is 45% by 2034.
Does Made in the Emirates mean fully manufactured in the UAE?
Not entirely. At ROX, the process includes on-site sub-assembly of more than 80 component types, final assembly, testing and inspection in Abu Dhabi, alongside the use of some locally sourced materials. This is more involved than a plant that only assembles imported kits, but it does not mean every component is made locally.
How We Worked This Out
YallaMotor reviewed its coverage of ROX and Ceer published between 9 September and 6 October 2026, sorting each milestone into completed, scheduled or target. Targets and economic figures are company or government statements as reported by YallaMotor; none is audited in this analysis.
Daily production rates divide a yearly target by an illustrative 250 working days. The combined figure adds ROX's 2030 target to Ceer's long-term target, which have different timeframes. The two cited Ceer guides were written before the 21 September event. Where YallaMotor's reports disagree, both figures are identified rather than silently reconciled.
Calculation assumption: 250 working days per year. This is a rounded estimate for a five-day working week with holidays, used only to convert annual targets into daily rates. Neither company has published a shift pattern for these calculations.
